摘要： 介绍广州城市建设管理监控指挥中心视频监控平台的系统架构、客户端软件的设计与实现及其运行情况。该平台整合了基于嵌入式DVR的固定视频资源、基于CDMA 1x无线网络的移动车载无线视频资源和电信全球眼系统视频资源，用统一界面向上提供实时监控、云台控制、历史视频文件检索和录像文件回放等功能。

Abstract: This paper introduces the systematic structure and client software design and realization of the video surveillance platform which is used in the city management center of Guangzhou city. This platform integrates the fixed video resource based on embedded DVR, the mobile in-car wireless video resource based on CDMA x1 wireless network and video resource of mega eyes system. The system provides functions like realtime surveillance, vidicon controlling, record search and record replaying.
