摘要: 针对如何快速、高效地生成应对突发事件处置方案的问题,提出一种基于约束满足问题(CSP)的应急决策方法。根据为应对突发事件而预先制定的应急预案,采用变量和约束来表示应急决策问题的对象和规则,构建应急决策模型,通过CSP的求解迅速生成满足约束规则的应急处置方案。以国家地震应急预案为例进行分析,结果证明了该方法在应急决策中的可行性。

Abstract: An approach of Constraint Satisfaction Problems(CSP)-based emergency decision-making, which produces the emergency plan in order to dispose an emergency event rapidly and exactly in the process of emergency decision-making, is proposed. This approach exploits an emergency preplan to build an emergency decision-making model in which the variables denote the objects and the constraints denote rules respectively. The result of the corresponding CSP that satisfies the constraint conditions is an emergency plan. An experiment with national earthquake emergency preplan is employed as an experiment to analyze and validate this approach of CSP-based emergency decision-making.
