摘要： 为解决传统桌面统计电子地图向网络统计电子地图的转换问题，提出一种基于Web的统计电子地图发布系统设计方案，对其系统框架和主要功能模块的实现原理进行了介绍。根据该设计方案开发了基于Web的统计电子地图发布系统，并对2005年出版的中国人口、环境与可持续发展电子地图集进行了网络发布实验。该实验系统在国家统计局相关部门进行安装调试，取得较好的效果，实现了传统桌面统计电子地图向网络统计电子地图的快速、平滑转换。

Abstract: For transforming statistical electronic map from desktop to Web-based platform, this paper designs an architecture and a series of methodology of a Web-based statistical map distributing system, and describes framework and key models of the system. Based on a desktop statistical map system, Electronic Atlas of Population, Environment and Sustainable Development of China (2005), a test system has been developed, and transforms more than 200 statistical maps for Web distribution. Through system test, the result shows that the design can fulfill smooth transformation from the desktop statistical map to the Web-based statistical map.
