摘要： 随着Internet/Intranet 技术的发展，Web 开发新技术的不断涌现，JSP 技术作为其中的杰出代表，为Web 应用开发提供了更方便、安全、可靠、先进的编程模式和环境。该文以全国违法犯罪人员信息系统的设计与实现为背景，在确定系统目标的基础上，提出了系统业务流程、功能模块结构以及基于Delphi、JSP 技术的设计与实现方法。
